Living in Penn Valley
Penn Valley is the open, rolling part of western Nevada County, where pine forest gives way to oak woodland and pasture at about 1,400 feet along Highway 20 west of Grass Valley.
The community is a census-designated place rather than a city, so Nevada County government in Nevada City handles planning and most services. Penn Valley Drive is the local main street, with a small commercial center and the entrance to Western Gateway Park, and the Penn Valley Rodeo each May is the signature event.
Neighborhoods and housing in Penn Valley
Penn Valley housing divides into Lake Wildwood, with its gated streets and association, and the surrounding rural parcels, where acreage and privacy are the draw.
Outside the gates, homes line roads such as Pleasant Valley Road, Indian Springs Road, and Lazy Valley Road, on parcels that run from an acre to ranch scale, often with pasture, barns, and fenced areas for horses. Ranch homes from the 1970s onward, manufactured homes on acreage, and newer custom houses sit side by side, and most rely on a private well and a septic system.
Lake Wildwood
Lake Wildwood is a gated community on the north side of Penn Valley, laid out by developers in the 1960s around a private 300-acre lake and an 18-hole golf course. Homeowners are members of the Lake Wildwood Association, which owns the amenities and sets the architectural rules.
Those amenities include the lake and marina for boating and fishing; five lakeside parks, four with sand beaches; a swim complex with a heated pool; six tennis and six pickleball courts; and The Oaks clubhouse with dining. Homes range from lakefront lots to wooded interior parcels and golf course frontage. Association dues, gate access rules, and architectural review come with ownership; ask for the governing documents and current assessment schedule before writing an offer.
Parks, trails, and recreation
Western Gateway Park is the community’s gathering place: 86 acres along Squirrel Creek on Penn Valley Drive, open since 1976 and run by the Western Gateway Recreation and Park District. It has playgrounds, softball fields, bocce and pickleball courts, disc golf, a dog park, trails, a stage, and a seasonal farmers market.
South Yuba River State Park’s headquarters and the Bridgeport covered bridge, built in 1862 and reopened to pedestrians in 2021 after restoration, are north of Penn Valley on Pleasant Valley Road. West on Highway 20, Englebright Lake, formed by an Army Corps of Engineers dam in 1941, is known for boat-in camping. Scotts Flat Lake and the Nevada City trails are an easy drive east.
Schools, shopping, and daily life
Penn Valley is served by the Penn Valley Union Elementary School District, which operates Ready Springs Elementary School and Williams Ranch Elementary School, and by the Nevada Joint Union High School District, whose Nevada Union High School is in Grass Valley.
Daily shopping is split between the small Penn Valley commercial center and the Brunswick Basin in Grass Valley, which has the larger stores and the hospital. The Penn Valley Fire Protection District covers the area, and Nevada County Connects runs a bus route to Grass Valley.
Getting around and commuting from Penn Valley
Highway 20 is Penn Valley’s road: east to Grass Valley and the Golden Center Freeway, west past Englebright Lake and Smartsville to Marysville and Yuba City. For Sacramento, most drivers go east to Highway 49 in Grass Valley and south through Auburn to Interstate 80; an alternative runs west on Highway 20 and south on Highway 65 through Lincoln and Roseville.
What to know before buying in Penn Valley
Penn Valley purchases turn on three questions: is the home inside Lake Wildwood or outside it, what serves it for water and sewer, and what is its fire hazard designation.
Inside Lake Wildwood, you buy into an association with dues, gate rules, and architectural review, and water and sewer come from the Nevada Irrigation District and the Nevada County Sanitation District. Outside, expect a private well and a septic system on most parcels, and make well and septic inspections part of your offer. Wildfire: the 2025 fire hazard severity zone maps rate much of the oak woodland and ridges around Penn Valley high or very high, and insurance quotes belong in the contingency period. Larger parcels may carry agricultural zoning; confirm with county planning.

Questions buyers ask about Penn Valley
What is Lake Wildwood?
Lake Wildwood is a gated community on the north side of Penn Valley, laid out in the 1960s around a private 300-acre lake and an 18-hole golf course. Homeowners belong to the Lake Wildwood Association, which runs the marina, five lakeside parks, the swim and tennis complexes, and The Oaks clubhouse.
Does Penn Valley have an HOA?
Lake Wildwood does: the Lake Wildwood Association collects dues, controls the gates, and reviews exterior changes. Outside Lake Wildwood, most Penn Valley homes sit on rural parcels with no association. Ask for governing documents and the current assessment schedule on any home inside the gates.
What school districts serve Penn Valley?
The Penn Valley Union Elementary School District, which operates Ready Springs Elementary School and Williams Ranch Elementary School and also covers Lake Wildwood and Rough and Ready, and the Nevada Joint Union High School District, with Nevada Union High School in Grass Valley. Confirm boundaries for a specific address with the districts.
Do homes in Penn Valley have wells and septic systems?
Most homes outside Lake Wildwood do. Rural parcels generally rely on a private well and an on-site septic system, with the Nevada County Sanitation District serving only part of Penn Valley with sewer. Lake Wildwood homes are on Nevada Irrigation District treated water and district sewer.
Is Penn Valley in a wildfire zone?
Much of the area is. The 2025 fire hazard severity zone maps rate large parts of the oak woodland and ridges around Penn Valley high or very high, and the unincorporated area is in CAL FIRE’s State Responsibility Area. Ask for a parcel’s designation and gather insurance quotes early.
